tx, most of us here have played the game for much longer, and more times than you have.
When we say there's always a hammer there, it's because the hammer is coded to be there every single time no matter what.
If the hammer genuinely was not there (at either of the two places), then its because your play through is bugged and all hammers have disappeared from your game.
I personally find it to be more likely that you simply missed them, or can't find them in your inventory, or accidentally sold them. Those are all mistakes that I have made before. By contrast, I've never heard of someone having all hammers disappear from their world.
But hey, it's possible. Maybe you discovered a new bug. There's no way for anyone but you and the Larian bug team to know for sure.
