Tx, you do realize that hammers in the game are considered weapons, right? As such they will not appear in the "Ingredients" filter of your inventory. They will appear in the "Equipment" filter.
That being said, there absolutely is a hammer at each location stated previously in this thread. They are not random, and will be there EVERY SINGLE play through. So, the fact is you either missed them, don't realize that you already picked them up, or you have some very strange bug in your game that affects hammers, which is highly unlikely.
