I solved the Tingalf quest and I found the goods in the sewer as well as the goods in the cave run by the smugglers. However, when I speak to Marcus I don't get any dialogue other than the typical "How are you?" response.

The quest about Marcus' goods remains unsolved in my inventory. What am I missing?

Have you joined the merchant guild yet? Probably not, if you are talking to Marcus.... Have you spoken to Maria in the poor quarter of Rivertown?
Talk to Trevor about Tingalf. IIRC, I joined the guild before getting the chance to offer Trevor my services and have him bring up a black market dealer.

I have talked to Marcus every time I'm in Rivertown.

I first found the thugs in the sewer. I talked to Trevor. I found the cave with Vitorio and Mario (or whatever their names were)(and killed them) and the stolen goods.

I have joined the Merchants Guild and I have talked to Maria and I now have a house in Verdista.

I am far into the game, but this is a quest that remains unsolved and Marcus never asks about his goods.

Edited: I have solved the Trevor part of the quest and received experience for it. I just can't get Marcus to ask me about his goods so I can tell him where they are.

I don't think you get to tell Marcus where his goods are, at least I don't remember doing so. This quest is easily broken, see Tingalf/Marcus/wagon quest.
