Yes I have the letter, and I confronted Dr Elrath (in one of my saves - I have it either them either way just in case) and then I went to Commander Ralph via the teleporter, (got set upon by thieves which is obviously triggered by my meeting with Dr Elrath). But, Commander Ralph was behind the locked door and when I spoke to people they just talked to me normally, even though they told me who to report a felony too - these were the guards guarding the door to Commander Ralph. I have mucked up the quest somehow or am I not supposed to be able to report him yet?
