I noticed a couple wierd things:

1) Charm Weapon is what I used to add charms to my boots and ring... There wasnt another charm skill for non-weapons, but it seemed to work.

2) not only did it add the stat coresponding to "minor dexterity bonus" but it also gave me ring and boots a "reduction: 5" attribute (I think it was called)
Normally only weapons have use reduction, I thought, so what does this mean on non-weapons?

i quote a site:

"enchant weapon:
Remarks:
Learn the techniques of the few weapon smiths in existence who are able improve weapons and pieces of armor by adding special magical abilities to them. Decide which abilities you want to add: warriors might want to increase strength, mages intelligence, and survivors agility. Naturally, any class will welcome better resistances."

this means that it is normal to be able to put them in shields and whatsoever.
dunno about your second point though..

Could Reduction: 5 be like Speed: 5?

I dont know if "reduction" is the correct term,as I dont remember.
Im talking about how daggers are 5, staves are 10, axes 15, etc. So when I saw this attribute appear on some boots after I did "enchant weapon" with a charm, I wondered if it meant anything?

From what I can tell "Speed" is the attribute weapons get to indicate how much faster than normal they are. A Dagger, reduction 5, speed 2, would attack every (5 - 2) = 3 time units.

I still dont understand why a ring or boots would have this. A bug maybe...

Reduction = Recuperation time

It sounds like a bug.
