I just got to silverglen & I found a belt "Dark Plate Belt of Tools" which gave me blacksmith +1 & Tenebrium %20. I have heard the horror stories of getting rot after touching tenebrium. So does that mean I will have %20 less chance of getting rot or if I get rot I will have %20 less negative affects? Or a combination of the two?

Kind of hard to answer that question without giving gameplay spoilers.
Short Explanation:
you can still contract Rot, so don't touch any Tenebrium.
Full Explanation:
You will eventually gain the ability to touch Tenebrium without contracting Rot. It gets treated like any other damage type, like fire and poison and air, etc. 20% resistance to Tenebrium will work the same as 20% resistance to fire, once you get to that point. Until you get to that point you can still contract Rot, so don't touch any Tenebrium.

You don't have to be afraid of rot.
It does very little damage, you will get healed from rot during a main quest
Immaculate trial dungeon
and can get the ability to handle Tenebrium without catching rot through a sidequest
get some Tenebrium for Brandon in Silverglen
or use a book that increases your Tenebrium Skill
Geomancer's shop in Sacred Stone.
If you absolutely want to get rid of an existing rot infection, you can also
use a Bloodstone.

Tenebrium resistance is just that... resistance.
Like fire/water/poison/earth resistance it simply reduced the Tenebrium damage inflicted upon you if you hid by it (or Void damage, which is basically Tenebrium in spellform).

I know that
you can make one during the Immaculate trials, but I don't know if it's possible besides that.
