Rain actually is reliable. The pool of water is created in the dead center of the area-of-effect, and this center has its own graphic. It's just a little confusing. Once you realize this you can very easily use Elemental Affinity, et cetera.
#4 is not a bug, it's just that NPCs will trigger dialogues with the closest "acceptable" character in range. This means that some formations (such as the "everyone in front of me" formation) are very susceptible to triggering on a different character than you intend. You can circumvent this by moving your Charismatic character closer to the front row.
