I was wondering if it isn't intentional? I'm pretty sure that one of the prisioners in ice, told me the treasure room is a trick, only look good to get the attention of potential thieves, while to find really important loot, you need royal guard amulet?
It looked at least to me that way. The real treasure room is full of useful stuff.
