When I get to the main menu screen, the background graphics are all jumbled. I can get through the character creation screen and start the actual game just fine, and all the graphics appear to be in their right place. However, my in-game framerate fluctuates between 12-19 fps and never gets higher than that. I've tried adjusting my settings, turning shadows off and on, etc.., but even when I have everything turned down to 'very low' my framerate never goes above 20. I seem to get a minor improvement when I switch my screen resolution from 1920x1080 to something lower, but even then I can't get more than 23 fps. I've even tried uninstalling and reinstalling, but the issue remains.
My pc isn't the greatest, but I've never had a problem this bad before and I believe I meet the required system specs to run this game. I just can't figure out what's going on.

AMD Radeon HD 6770
