It does matter where you put the high-Perception character but formation matters at least as much as the chain sequence. The high-Perception character does NOT need to be in the lead, but if they're too far behind while moving then they may not spot a trap in time to do any good, so choose a formation that keeps them near the front while moving. Getting them something that will increase their sight radius will also help.
