In the Hiberheim prison. He's the guy who is imprisoned there and the dialogue is rather complex for something that doesn't trigger a quest; that's why i'm wondering what his significance/insignificance is. He mentions modern technology as we know it (phone, car) and when I opened the prison cell door he doesn't budge!
