It's not exactly apples to apples here, but I'm using a MacBook Air (latest gen) and find the game's performance to be fine. I run it in full screen mode and have no issues with framerates or having to downselect resolutions.
Granted it's not Windows, but the MacBook Air isn't really designed to be a gaming machine, so I'm pretty happy with how it turned out.

I know a lot of people get smooth frame rates with various computers ranging from old to new, but it seems like a lot of people have problems with laptops that come with dedicated graphics cards like AMD or Nvidia. Even someone on the forums had a laptop with two Nvidia GPUs running together, and their FPS wasn't great.
Are you using an Intel GPU? I know Intel GPUs run pretty ok, which makes sense because I think they're optimized already from when the game was still in development.
But I refuse to change to the Intel graphics card just so I can play this game at a slightly better frame rate because it's ridiculous.
