While it is well known that crowd control abilities are perhaps bit too effective in this game, there is one ability in particular that stands tall above the rest - Blind.
The Blind status effect, based on its description, is supposed to disable targeted attacks and abilities outside of close range, similar to standing in a smoke cloud. When a player character gets Blinded, this is exactly what happens - you can still use abilities that do not require a target. While it prevents you from using targeted abilities, it is not a big deal for melee characters or mages with AoE spells.
When an NPC gets Blinded, he will skip turn until the effect wears off, even if he's a mage with AoE spells or there are enemies in melee range. Since NPCs seem to be fully capable of dealing with a similar effect caused by smoke clouds, Blind forcing them to skip turn seems like a bug.
To add to the above, most enemies in the game are immune to some crowd control effects (especially bosses). I do not remember a single enemy or boss who was immune to Blind - not even the strongest NPC in the game who is immune to every other status effect sans Freezing.
Blind is in the lowest Witchcraft tier, cheap to buy, cheap to cast, incapacitates for 3 turns with no downside and works on virtually every NPC in the game. If you consider the above, I don't think Blind is supposed to work as a free stun against every challenging enemy in the game.
