I've done this. It's just a mage with a starting bow, nothing ranger about it except for the special arrows which come in handy for charm and knockdown in particular. You can put PER on the bow with a sextant so I would always carry that to have a reasonable PER (12 should be enough for walking around and you can cast burn my eyes to get 14 which is enough for anything).
BTW: make sure you start the character as a rogue or ranger because there's no other way I've seen to get a bow with 5DEX requirement. You can erase all the starting stuff and rebuild as a mage except you won't have a starting staff which is no loss at all.
