Where do you get the Dwarven activation scroll???

If I remember correctly, it is on the desk in one of the buildings in the Dwarven Village.

Is it a normal building or is it the dwarven bread?

In the dwarven village (not dwarven bread inn), on table in mayor's hall. Although I think you can also get it another way, that is how I got it.

1. Blue Boar inn, on the table in the dwarf's room, refuse the gem and he will leave
2. on a table in the dwarven mayor's house
3. from the dwarven king, after completing a quest
