Do you have Steam installed already? I don't know if that would make a difference.
I don't know if there are any command line arguments that could be added to specify language. AFAIK the kickstarter version should default to English.
You can just add it to you Steam library and download it completely, though installing from the disk would save on a good chunk of the download.
