Try right clicking on the Setup.exe file and running as administrator. I just double clicked it and a small 'Choose language' window comes up with a dropdown list (defaulting to English, and listing German, French, Russian and Polish) and OK / Cancel buttons.
Maybe right click, select Properties and set it to run in a compatibility mode (might need to create a shortcut to the setup.exe file and set the shortcut to use a compatibility mode).
Maybe in the 'support' folder try installing the DotNet and VC redistributables, in case the installer itself is using something from there (it shouldn't).
Are you shutting down all non-essential programs before starting installer? (especially anti-virus or any automation programs that may be hitting buttons before you can see the window)
