A combination of restarting my computer, running the setup as an administrator, and in compatibility mode for Windows 7 allowed the language select box to appear instead of dumping immediately into an error message. Installation then proceeded normally.
Unsure why it worked, but I greatly appreciate your help, Raze. Hopefully this post will help if the same problem crops up for anyone else.
