Siromist, I guess "tarts" is a slang expression. We've got something similar in German, too <img src="/ubbthreads/images/graemlins/biggrin.gif" alt="" /> (T�rtchen = little cake = for attractive desirable women).
Maybe an English native speaker could brighten this up - my Longman Dictionary of English Language and Culture says (ROTFL) = somebody attractive by painting herself/himself in bright colours, putting on cheap jewellery or colourful clothes. <img src="/ubbthreads/images/graemlins/biggrin.gif" alt="" />
