I would think getting level 20 loot on level 3 (the level 8 may just be from higher level chests). I don't know if any chests from the legion camp are suppose to contain end game level loot, though (if deliberate, I'd think they should be unbreakable).
In an earlier version there was an issue where unopened containers brought to the End of Time would produce much better random loot, but that should have been fixed.
