My low level party had not really any problems to defeat one single lvl 8 enemy. You even could lure them into some soldiers which can accompany you if you really have such huge difficulties to defeat them. So IMHO there is nothing to "fix". One dingle opponent Lvl 8 should be much easier than 4 opponents of lower lvl I guess...
