I've noticed today the same problem. I was playing for around 20 min I guess, and then I started noticing framerate drops when I was in the first city.
I thought that maybe it was because there are many elements on screen, but when I saved the game, everything was back to normal with smooth framerate.
Also I disabled the texture streaming because, even if the patches should have fixed the stuttering problem, I still have it (probably less than before the patches, but it's still there).
I don't know if this can cause the framerate problem.
My config is:
- i5-2500 3.30 Ghz
- Radeon HD 6950 2 GB
- 8 GB RAM DDR3
