i offered to pay the debtsand then mydiary informs me that i failed the mission! i received the E-points and everythin! and what about balins necklace??? any helpers out there?

You were too generous. You need to return and report the order was refused, then go back to Hugh and pay the bill and back to Liptine to say the grain is on its way. If you try to jump right to paying the debt, you miss part of the quest.

The person who stole Balin's necklace is in the poor quarters. Search the houses, then talk to the owner of the house you found it in.

as for balin, ionce gutted him, but reloaded after failing the mission,....jonas seems a good fella to me

After talking to Balin and Jonas you have two mutually exclusive quests (depending on your conversation paths). Killing Balin is better reputation-wise then turning in Jonas.
