Rangers are more than viable without any scoundrel abilities.
Yes, but you can gain access to several useful abilities for just 3 ability points (for 2 Scoundrel). Walk in Shadows, Fast Track, Cloak and Dagger and Charming Touch all come in handy for a ranger or stealth ranger and they're all Dex based just like Expert Marksman skills.
