I don't ever remember seeing this scroll. Maybe if you have crafting level 6, you can craft a scroll then make a spell book out of it.

What was the last time you saw this item/spell?
How did you find out about this item/spell?

I've been around since Beta and don't recall ever seeing this spellbook or scroll. It is possible that it was in Alpha and now discontinued or in beta but very rare.
