Where is that? There should be 2 friendly orcs at the very start of the wastelands, with a cutscene conversation triggered just after your arrival there. When you get to the almost deserted village there are three friendly NPCs, and there is one more around your flag or east of there who at least starts of friendly (may not stay that way, depending on dialogue choices). I don't recall any others...
If the 2 at the start are missing it isn't a big deal. You should be able to trade with one of them, but his prices are a lot higher than Kroxy, so likely wouldn't unless you were desperate before getting to the village. That would probably be fixable with a save before triggering the Blessing Ceremony, but since you've cleared a fair chunk of the wastelands already, you may want to watch it
on youtube.
Likewise, if it is just a glitch with a couple of the imps, or something, you can ignore them.
