Well, there are several boots that prevent slipping on ice available in Hiberheim from enemies, and you can craft yours too, ... or get it as an effect on other gear.
I think its kind of charming for that area, because they wanted to really present the cold so youre chilled and slipping a lot - if you dont wear proper boots.
