Undead may be immune to freezing. You could try the survivor's Curse spell on them first to lower their resistances (can be cast repeatedly and quickly on the same target, so even level 1 is very effective), though the Freeze spell description doesn't mention resistance levels.

Frost on a weapon ignores resistances, so always triggers (to the point it can make combat very boring, at least for a melee character).

yeah so far its just undead, ill check once i encounter other stuff. it not working on undead makes sense though in a fantasy setting :P

the description mentions spiritual resistance levels? what is that? same as general resistances to elements?

Oh, spiritual resistance is involved. I looked up the skill online (thinking that would be faster than starting the game and loading a save) and it wasn't mentioned, where IIRC that site usually does mention that where applicable.

Spiritual resistance is kind of similar to lightning, fire and poison resistance, but it is more for determining if certain spells (like Polymorph, etc) will effect the target, or not, rather than mitigating specific types of damage. For example, I mentioned the survivor's Curse spell above, since the mage's Withering Curse spell can be resisted with a high enough spiritual resistance; since the survivor's version can not be resisted, it is much more effective.
