Both effects seem to be intended.
That said I had the repeated experience of immunities to the sandstorm effect on different characters. The only one logical was the immunity for the level 5 geomancer with the related talent. Else I can only guess by observation - it seemed those characters are immune that reach a level 5 skill.
But that could be a mere correlation, may be other effects are in place (like exceeding a treshold for stat points e.g.). Would be nice if someone knwledgeable could shed light on the Luculla desert effects.
