The game never gives rock-rock, since if the opponent rolls rock, it automatically re-rolls, saving you time.
It really would be even more annoying than you find it now if it didn't do that.
Of course in Co-op against human opponents a draw is possible.

3) sounds really silly. You might aswell add 'win/lose' buttons to prevent people from reloading smirk
4) That's a problem with combat XP, which is why I greatly prefer Objective XP. Hopefully Obsidian's Pillar's of Eternity showcases how well this works, since I already got a great example of Combat XP's flaws with D:OS and the lava area.
