That is normal. When you first arrive on the beach it is sunrise, with a redish colour to the lighting. Shortly after that a change in atmosphere is triggered (note the change in shadows), either going through the tutorial dungeon or passing the bridge the 2 drunk soldiers are guarding.
You can change the Gamma Correction in the Video section of the options if the game is too bright.
