Actually about 3 or 4 playthroughs ago I was in a similar position , I got around it, I believe you will need to go find Icara? I think, but ask Raze ( who knows nearly everything about this game) or Sleepybadger ( who seems to knows every workaround and alternate path his name should be Sneakybadger LOL). Probably just need Icar's ring. Hope that helps, if it doesnt sorry.
I can never get the Orc armory key quest to resolve anyway.
But your gonna need to go to Hiberheim, thats a crucial missing area, for experience, loot and quests.
