Try dropping the resolution, maybe down to something like 1280x800. Your video card is below the performance of the minimum Radeon card (4850), though closer to that than the minimum integrated (HD 4000).
Are you shutting down all non-essential programs (anti-virus, etc) before starting the game? It might help to free up as much resources as possible.
