When I think of a strategist mode I think of games like Card Hunter or Blackguards. What I mean by that there aren't any "going through the motion" encounters, they are all individually planned to be a challenge to win. I'm not sure there has been a ISO RPG that doesn't have a lot of "going through the motions" encounters. Those really aren't overly desirable imo, but I get it, you want to have ample combat content but you also don't want to make the game 200 hours and frustrating for the mainstream.
BUT... since you are making a Strategist mode, then I say you don't worry about length. You are now playing the game a little bit at a time for a looooong time. Each encounter is like a mini-game of chess. You play a few encounters per sitting. That means you need to balance the game where failure is routine unless you play smart and play clever.
That to me changes up the whole play style and compliments your standard play through quite well.
Any plans for selling space ships? I hear you can get a bundle doing that!!! There has to be some witty Larain way to pull that off. LOL
