If it is a digital download then things like shipping shouldn't enter into it when comparing online PC to online xbox.
There is a retail release on console, though, so that does enter into pricing, even for a download version. Licensing for consoles doesn't disappear if it is download rather than retail, either.
The only PC users getting the EE for free are those who already bought the game, without whom the EE wouldn't exist. Anyone else will need to buy the game, at a price that hasn't been announced, so may or may not be the same as D:OS.
