Yep, that's one that has stayed with me too, the whispered "Outlander" really got on my nerves after a while when playing, but I remember it so well, right down to the voice.
The one that stayed with me was the Ordinators' ever polite and friendly "we're watching you. Scum.", the latter almost added as an afterthought. I never tired of that, curiously.
