Level 1 of Poison Arrow and Stun Arrow are quite useful early in the game, especially once you start running into groups with 2 rangers/mages. You should be able to boost them with jewellery, but a point into at least the latter would be useful if you're always going to be starting off with a bow.

I never bothered with Ranger Surprise.

Mana Efficiency will help throughout the game, cutting the cost of skills/spells as well as summoning your creature. Potion Efficiency is unnecessary given the multiple ways to heal, IMO (and, later in the game, unlimited potions). If you do boost it early in the game, once you acquire the battle tower (at a character level in the late teens to early twenties) you can unlearn all your skills (for a price) and reallocate them.

Playing a pure ranger, I maxed both Splitting Arrows and Explosive Arrows (jewellery can help with both), but preferred splitting (especially combined with Way of the Ranger). Explosive arrows are fun, and effective, but there are some situations where they can attract more attention, and draw opponents into the fight earlier than they otherwise may have been. Splitting Arrows can be a one hit kill for normal opponents in melee range; with my ranger that sometimes fell back on unarmed melee, I hadn't used much melee recently when I put 3 or 4 points into Splitting Arrows, but that was when I remapped the melee attack button (Xbox version) to Splitting Arrows, and I never missed it for the rest of the game.

One level of Death Blow and Life/Mana Leech would be helpful, but I'd put that off until you didn't have any main skills to invest in.
I didn't bother with Reflect; the point of building your character is to minimize damage done to you, IMO. That's also why I didn't care for most of the jewellery enchantments, and went with Static Charge (of course leaving any Healing Aruas in place).

Bleed would depend on how much melee combat you engage in. Boost it to start, and see how it goes.

Put at least one point into Ranger Stealth if you are going to be opening combat with ranged attacks, and max it if you like being able to get closer and choose your initial target and timing (for opponents that are patrolling / wandering).
