Anyone know how these skills work in enhanced edition?

Done a quick test, it seems you can still steal once from npc but the work of lucky charm is obscure. With the new loot system, it seems lucky charm add some degree of values into the loot instead of granting you a lucky find by random.

Can't find detail in the complete patch notes.

They work exactly the same AFAIK.
Lucky Charm still gives bonus "lucky charm" loot. Unsure if they improved the loot (most was just gold-crap) or lvl 6 being worse than level 5.

So lucky charm is still pretty crappy. Here are the treasure tables. Basically, Luck1 gives you 2% chance to find an item, up to 8% with 6 luck. And luck 6 is still basically worse than luck 5 in the sense that it gives you less magic items. An extremely subpar skill that is only justifiable by being able to get a bunch of points with gear, though switching out to luck gear for a few crates here and there is still barely worth it. At least it gives you some offense rating.

I have an inkling that "Precious" is probably the best category, hence 2 and 4 might be the best values.

Not mandatory, but I think that's where you get rubies, torment souls and essences, and maybe that's where you get the uniques (sextant?).

I used Lucky charm for one of my main characters on my last playthrough in the original D:OS, and was very unimpressed.. While i was getting like 1 in 5 "Lucky Find", of those, the large majority of them were white crap, or crafting mats... Ofcourse, by the time i had enough points (and gear) to get Lucky Find to 5, i wasnt in need of crafting mats, and sure as heck wouldnt equip a common item...

I hope its been changed in the EE, but i dont know if ill be taking it.. And im the type who wholly rp's my characters.. I dont max my combat skills/abilities first, and then worry about barter, crafting, pickpocket, lockpick, charisma, etc.. I f thats the characters i had in mind upon creation, thats the character i want from start, to finish.. All his/her skills grow equally..

TL:DR- it wasnt useful in the original D:OS.. It did work!!! But the items found were common, or crafting mats..
