I have no idea what you're talking about with Ghoul At the Lighthouse giving bad loot, I got Clobbering Time from him in normal OS and I got it again from him in Enhanced and that's the best weapon in Cyseal bar none.

I got no such thing. I got a pretty decent green crossbow, and that was it.
Also, I've noticed a bug that respawns looted items when you identify them. Right now I have three exactly similar "hoods of perception" looted from the same area. Major bummer.
