I'm playing on Honor Mode and I have noticed a drastic difference in loot. Honestly I have gotten 4 items in all of Cyseal (just finished Cyseal today) that had +1 to an Attribute like Dexterity, Strength, Constitution etc, and not an Ability like lockpicking or Telekinesis. Even Epic and Legendary Items are usually worse than my regular Uncommon and Rares.
