I have found somewhat helpful solution to screen stuttering in first DOS release by disabling texture streaming as described here:
http://steamcommunity.com/app/230230/discussions/0/45350244969459495/Unfortunately this tweak does not work well for Enhanced Edition.
In fact it does reduce stuttering but it set texture quality to lowest possible.
