With 5 crafting it still looks better on the image and is called a "Superior Arbalest", but it's far far weaker than a 3 or 4 crafting crossbow. It's probably weaker than a 2 or 1 (if you can ever craft a crossbow that low.)
And I've tried to make a crossbow with blacksmithing, but I can't, it's definitely governed by crafting.
