It's definitely possible to unpack and repack the dv2 files, and I've done that myself on several occasions when I decided to modify some pieces of armour, though I'd probably need to go through some protracted head-scratching to remember how to do it as it's been a long time; but I'm afraid I've no idea how you'd go about modifying achievements as the only things I touched were meshes and textures.
