For what it's worth, in my mod Scales I buffed the application chance to 125% and made the status decrease movement speed by 50% and damage by 30%, so even if it doesn't go through, it has a good effect.
Honestly, I still probably wouldn't use it lol
I mean, who knows, I actually might... all the other Scoundrel skills are terrible, so it might be the only one worth using it if had those effects.
