Larian can directly update the Steam version of the game. There is an extra step for GOG to update that version, but it generally happens within a working day.
Larian can not directly update the console versions of the game. That patch process is much more elabourate, and involves both the publisher and Sony/Microsoft's own policies and procedures.
Saying that Sony and Microsoft have the patch is a statement of fact, and indicates that the patch is done and is going through the release process. Not everybody searches the forum or reads older topics before posting, so this does occasionally need to be repeated.
