There is another update in the works (no ETA).
The first issue has rarely happened in testing, but the programmers and QA have not been able to reproduce the problem, so have not been able to fix it.
A temporary attribute boost such as from the Man At Arms skill Encourage can also reset the character stats properly on the client system.
Launching game without skills/talents happens to me on a regular basis.
I also read that the health bar issue has been around since before EE. It has been 4 months without even one patch and no official announcement of a patch. Not a single patch has been reported here since EE came out. Pretty abysmal support.
This is on PC btw.
