Can you just carry wand/shield and boost wand skill and one hand damage?

The Single-handed ability only applies to melee weapons (dual wielding helps when using 2 wands, though).

You can shoot special arrows with wands equipped? Is this a intended feature or something to be patched soon?

Are you sure it is special arrows you are shooting?
There are limited use spells available with wands equipped (3 charges, and a talent can add another), but they do not count as a ranged weapon for special arrows.

Yeah i can cast the arrows with wands equipped.

Maybe not, I thought it worked once before could be mistaken.
