Cure Wounds and First aid are they boosted by str and dex? Or something else?

Cure Wounds is scaled on character level and strength. Checking quickly (with a cheated character to boost the level):


First Aid heals a fixed 10%; dexterity affects the chance to apply the status (8 is 100%)

I have a problem that hopefully someone knows how to fix... When I level up, and have points to spend, I am unable to assign a skill point to something that has been previously given a point. I.e., started as ranger, start game with 1 point in "expert marksman". Get to level 2, can't assign skill point to "expert marksman", lvl 3, same issue. Being forced to either save my points for no reason I guess, or spread em across skill trees that I don't need (dumb). Never played this before so don't know what's normal. Playing on Xbox one, purchased game in marketplace. Help!

The cost of abilities goes up with the level; level 1 costs 1 point, level 2 costs 2 points, etc. If you have a level bonus from equipment, etc, that is not counted; for example, the Scientist talent gives +1 to Crafting and Blacksmithing, so learning level 2 of either would cost 1 point, level 3 would cost 2 points, etc.
