Okay.. I did what you said and it worked fine there, but... In my main game...

Playing Honor mode.. The first encounter in the cave under the cemetary, where we find Wolgraf there are two little bomb guys that come out of the ground. One of the main characters were set on fire just before they spawned and that character cast rain. The fuses on them were not put out and they killed both the main characters. I then made a new game and when I got to that point I cast rain on them, but their fuses didn't go out again. I managed to kill them, but one of the characters caught fire and it didn't go out, it lasted for two rounds while it was raining.

And as for casting rain in an enviroment like in Hiberheim... That should actually create something called freezing rain, or supercooled rain. The water is so cold that it freezes more or less instantly when it cames in contact with a cold surface. So.. Casting rain in an enviroment like in Hiberheim you should basically get a mass freeze spell. Like it was before the ED was released.
Both me and my friends were very disappointed in this change, but I do agree with the "Casting chill on a wet person = freeze and casting rain on a chilled person = doesn't freeze" But.. You forgot about the enviroment in Heiberheim.. It's a blizard... Add water droplets in in cold weather and you get an effect like this..
