The bomb fuses should go out if it is raining before or after the bombers appear.
Being wet increases the chance to resist burning, but doesn't make the character immune to it. Something like Flare probably wouldn't cause burning, but an explosion, or fire surface from a fireball, could warm the character up enough to counteract the wet status and apply burning.
